Idea: Standard file-system

I thought of this because I would prefer it if you could move data drives between different operating systems without having to use third-party drivers (Ext2IFS, which is only capable of working with existing partitions, not formatting new ones; if anyone knows of a better IFS for working with Linux partitions under Windows, post the link), depend on reverse-engineering (NTFS under Linux), or fall back on an outdated system (FAT32). (No, exFAT isn't really a standard either. I mean something that doesn't require license fees to use.) My idea is not to eliminate the non-standard systems but simply for a common format, available on all the major systems, for things such as USB flash drives and external HDDs.
