In my opinion, it's below average. Maybe average in what's out there but below average in quality, for sure. Quality wise, an average PSU should have PI coils on the secondary and a bridge rectifier, I'd say... and certainly better input/transient filtering and output filtering otherwise. Obviously not the worst PSU you could get, but I wouldn't feel safe using it until it was recapped and had the appropriate improvements made to it. Besides, a 5/10 score is that of a failure. :P

I know what you mean, but I just didn't see fit to knock more than what I did off because it it wasn't pushing the voltageas or ripple out of spec. There was still headroom on all of the rails, and I just can't see it being a problem in the real world (until the caps go bad, as you said).

Having said that, I agree that 5/10 is not a very good score, and I would not advise buying this power supply at all.
