That seems fair. It seems that, because so few reviews include hold-up time tests, the manufacturers haven't paid much attention.

Well it has two sides, they of course save money on smaller input bulk caps. But the capacitance itself also makes it more difficult for the PFC block to keep PF high as it moves it the old-fashioned way (like any other capacitance/inductance) so you can notice talk about how small bulk cap you can use in every PFC controller datasheet.
