It's not just me. Nearly everyone on badcaps calls it that.

All that tells us is that it's getting 5Vsb power from the PSU. It's common for a failed motherboard to get that, but still not work. In any case, it may or may not be that if the board is that new. I'd be trying the power supply in another PC (or another power supply in this PC), to rule out a load-related problem with the power supply. If this power supply can definately power up a PC, then it's time to send the board back.
