You beat me to it. $10 Power supplies should never be purchased or used. Read the El-cheapo power supply round up

It's odd they use a high quality panasonic capacitor in the primary where it really doesn't matter quite as much

With APFC, yes it does. It stresses the big cap more than the normal voltage doubler function. In fact, if a PFC Circuit is badly designed, it will kill a Panny.
