power supply fry a motherboard

Can a low power supply fry a motherboard? My desktop was connected to a low-end power strip. One day, turned it on and power seemed to 'flow' (fan, cd drive was operable), but the computer itself wasn't working at all (the monitor wasn't receiving a signal). Is it possible that the low power supply burnt the motherboard?

That's possible, but it's also possible that the motherboard just died from age.
