Quite a mediocre unit, overall. And the capacitors used on the standby supply don't inspire confidence at all; not only are they (Cheapo) Teapos, placed very close to the diode (which will dissipate 1.5W easily at the label rating), but (according to the datasheet) a 3300μF 10V 10mm Teapo SC has a ripple current rating of 1.74A. I read before (IIRC in an article on Tom's Hardware) that the RMS ripple current through the capacitor directly following the rectifier in a flyback converter can be 80-90% of the load current; on that basis, something like Nichicon HW would be more appropriate there…
Information is far more fragile than the HDDs it's stored on. Being an afterthought is no excuse for a bad product.

That may be the reason why sometimes they put polymer just after the rectifier, followed by wet lytic after the coil.

It's basically to list something that might be a problem, depending on what the user does with the unit.

Yeah mostly for remaining things which are not as bad but it is good mentioning them. Like "limited availability", "multiple revisions", "buying this unit" etc.
